 MRS. WINIFRED EKANEM OYO-ITA, FCA
HEAD OF CIVIL SERVICE OF THE FEDERATION

Mrs. Winifred Ekanem Oyo-Ita was born on the 20th of April, 1964. She hails from Abiabo Okurikang in Odukpani Local Government Area of Cross River State.

Between 1974 and 1979, she attended Queen’s College Yaba, Lagos where she obtained West African School Certificate (WASC) ordinary level, Division one. She was also at the Federal Government College, Malali, Kaduna for her Advanced levels. She later graduated from University of Lagos, Akoka Lagos in 1984 with a B.Sc (Hons) degree in Accounting and served the mandatory National Youth Service Corps in 1985. She holds a Master’s degree in Public Administration from Nasarawa State University, Keffi.

Mrs. Oyo-Ita is fellow of the Institute of Chartered Accountants of Nigeria (ICAN), a member of the chartered Institute of Taxation of Nigeria (CITN).

Her work experience spans over 30 years. She was the first female indigenous Managing Director/CEO, Cross River Estates Limited. She rose to become the Director of Finance and Accounts in the Office of the Head of the Civil Service of the Federation (OHCSF) and was appointed Permanent Secretary on 16th of March, 2013. As a Federal Permanent Secretary she served in Ministries such as; Special Duties and Inter-Governmental Affairs, Science and Technology prior to her appointment as the Acting Head of Civil Service of the Federation in October, 2015.

Her appointment was confirmed by the President, Muhammadu Buhari GCFR on January, 2016 at the Council Chamber during its extra-ordinary Federal Executive Council meeting.

She has also attended several workshops, seminars and conferences both within and outside the country. She is a Christian faith and love to listen to Christian inspirational music at leisure times.

Often called Winnie by friends and close family members, she has three sons and many adopted children, humane and humble philanthropist with so much love for her people and community, Adiabo Okurikang. Mrs. Oyo-Ita is a staunch supporter of women and children course, a great motivator and team player who is committed to diligence and excellence in every assignment she carry out.
