         FG INAUGURATES PROJECT MANAGEMENT TEAMS FOR IMPLEMENTATION OF 2017-2020 CIVIL SERVICE STRATEGIC PLAN

 The Head of the Civil Service of the Federation Mrs. Winifred Oyo-Ita, has inaugurated the Project Management Teams (TMAs) for the implementation of the Office of the Head of the Civil Service of the Federation 2017-2020 Federal Civil Service Strategy and Implementation Plan (FCSSIP) to reposition the service for better performance. 

At the inaugural ceremony, the Head of Service said that the implementation of the plan is a major step to ensure that the vision for the civil service under President Muhammadu Buhari Administration are successfully actualized.
 
She said the implementation of the strategy is also expected to deliver N2.5bn savings from digitizing content, trained at least 25,000 civil servants through the revamped core modules, cultivate at least 200 future leaders through LEAD-P, equip 25 ministries with performance management system tools, routines, dialogues to drive result based on performance and will hold at least three annual innovation challenges to cultivate ideas, technologies, ventures for enhanced service delivery, efficiency and productivity in the public service.
 
“The 2017-2020 Federal Civil Service Strategic  Plan has a new governance structure that entails: Presidential Briefing Meeting chaired by Vice President, Yemi Osinbajo, the Head of Service, with the Ministers of Finance, Budget and National Planning, Communications, Science and Technology, Labour and Employment, Attorney General/Minister of Justice and private sector leadership Champion as members.
 
“Civil Service Transformation Steering Committee chaired by the Head of Service with Special Adviser on Economic Matters, Chairman, Federal Civil Service Commission, Permanent Secretaries in the Office of the Head of Service of the Federation and Private Sector Partner as members.

 “Civil Service Strategy Implementation Committee chaired by Permanent Secretary in the Office of the Head of Service with line Directors in the Office of the Head of Service, Special Assistant to the Head of Service and donor implementing partners as members. The briefing committees are scheduled to meet quarterly, the steering committee every month and the strategy implementation committee is to meet forth-nightly,” she said.

 According to her, the Project Management Teams being the pivot of the FCSSIP involving relevant private sector champions are expected to facilitate and drive day to day implementation of the right priority areas of the 2017-2020. 

The Head of Service said further that the strategy is anchored on four goals: Develop and institutionalize an Efficient, Productive, Incorruptible and Citizen-Centered (EPIC), Develop and Implement an Enterprise Content Management (ECM) System; Develop Entrepreneurship Culture and Commercial Orientation in the Civil Service; and Improve Welfare and benefit packages for Civil Service. 
 
“The EPIC culture is to build upon the core values of the service which are meritocracy, transparency, professionalism, anonymity, integrity, discipline, impartiality, political neutrality, patriotism, and accountability.
 
“This goal will engender the transition to a world-class civil service with positive altitudes, requisite skills, productive and highly motivated workforce. There are established extant rules and regulations that serve as internal control mechanisms in the civil service that need to be strengthened and enforced. These include public service rules, financial regulations, prepayment audit, exercise of due economy, treasury inspectorate, compliance with circulars, laws and the Nigerian constitution,” Oyo-Ita said.
