IBIENE PATRICIA ROBERTS hails from Okrika in Rivers State.

She had her primary education at Premier Day School, Lagos, secondary education at the Federal Government College, Ijanikin, also in Lagos State before she proceeded to the University of Benin, Edo State. She graduated from the University in 1987 with a degree in History. In 2014, Ms Roberts got her Post-Graduate Diploma in Human Resources from the National Open University.

Ibiene Roberts started her Federal Civil Service career as a Personnel Officer II with the then Federal Ministry of Power and Steel in 1989. In the course of her meritorious service, Ms Roberts attended several technical and management development courses both at local and international levels.

As Assistant Director up to Director, in the Planning, Research and Statistics Department, Ibiene Roberts took part in the development of several policies including the Strategic Health Development Plan and coordinated the National Council on Health.

She was deployed as Director Infrastructure Management Department in the Office of the Head of the Civil Service of the Federation (OHCSF) in 2019.  She worked tirelessly to deliver on the rehabilitation of the Phase I and II of the Federal Secretariat. She worked with the Federal Ministry of Environment to decontaminate all Federal Government structures and infrastructure during the COVID 19 pandemic. 

It is to the credit of her sagacity and leadership tenacity that as the team lead of the Project Management Team on Innovation the maiden edition of the Federal Civil Service Innovation Competition was organized between 29th June and 7th August, 2020.

Other Ad-Hoc responsibilities she performed in the past include serving as secretary to the committee on the study tour of the Public Service Reforms, Team C Asia/ Pacific in 2006, development of template and training of officers on the annual operational Plan and the development of a Handbook/Guideline on the National Council on Health.

Ms Roberts also served as a member of the Committee on the Review of the Public Service Rules and Scheme of Service.

She is a member of the Nigeria Institute of Management (NIM) as well as that of Chartered Institute of Personnel Management.

Her hobbies include reading, singing of Gospel music.

Ibiene Patricia Roberts was appointed a Permanent Secretary on sworn-in by His Excellency, President Muhammadu Buhari in September, 2020. She is the Permanent Secretary, Special Duties Office (SDO) Office of Head of Civil Service of the Federation.
