Permanent Secretary, Service Policies and Strategies Office (SPSO)




 Dr. Emmanuel Meribole is a Civil Servant with over Twenty-Nine years’ experience in public policy development and implementation.

 Dr. Meribole obtained his Bachelor of Medicine, Bachelor of Surgery (MB.BS) in 1988, Master of Public Health in 1998, Master of Science, Environmental Resource Management in 2005 and Diploma in Occupational Safety and Health in the Workplace in 2008.

 He started his career in the Civil Service in January, 1991 as an Occupational Safety and Health Inspector in the Federal Ministry of Labour and Employment and rose to become an Assistant Director, Occupational Health in 2003.

 He is a public health expert with wide experience in policy and plan formulation and implementation with special emphasis on health.  He has served in different management capacities both at the disease programme level and at the top management level in the Federal Civil Service.

 Dr. Meribole has participated in many capacity building programmes and earned certificates in Results Based Monitoring and Evaluation, Health System Strengthening and Sustainable Financing, Impact Evaluation and International Leadership courses.

 He also served as Project Manager of World Bank Assisted HIV/AIDS Workplace Response project from 2004-2007, Co-Chair Public Private Partnership Forum on HIV/AIDS 2002-2007, Coordinator, Occupational Health (North) from 2007-2008, Senior Technical Advisor to Ministers of Health from 2009 to 2014, National Drug Resistant Tuberculosis Focal Person from 2015-2016, and Director Monitoring and Evaluation, 2016-2018 and Director, Health Planning, Research and Statistics, Federal Ministry of Health, from 2018 to August, 2020.

 He served in many Tertiary Hospitals’ Management Boards nationally (Management Boards of Federal Teaching Hospital, Abakaliki, Federal Neuropsychiatric Hospital, Benin and Lagos University Teaching Hospital, Lagos), and internationally, represented Nigeria in the Executive Board of the World Health Assembly from 2018-2019 in Geneva.

 He coordinated the World Bank assisted result-based health financing project-Nigeria State Health Investment Project (NSHIP) 2017-2020, was the pioneer Secretary of the National Steering Committee of the Basic Health Care Provision Fund and led the Secretariat of the Ministry of Health in many international and national council meetings on health policy formulation, implementation and evaluation.

Dr. Meribole is passionate about achieving results and meeting set targets.

 Dr. Emmanuel Chukwuemeka Meribole was appointed a Permanent Secretary and sworn in by His Excellency, President Muhammadu Buhari in August, 2020. He is currently the Permanent Secretary, Service Policies and Strategies Office, Office of Head of Civil Service of the Federation.
