Data-Driven Decision Making Prioritized in the Implementation of FCSSIP 2020 - Ag. HCSF

The Acting Head of Civil Service of the Federation, Dr. Folasade Yemi-Esan, said that the Office has accorded data-driven decision making a priority in the implementation of the Federal Civil Service Implementation plan 2020.

She said this at the opening ceremony of a five-day (5) workshop on the technical paper emanating from the assessment of the applicability of the International Civil Service effectiveness (InCiSE) index methodology to Nigeria.

InCiSE according to Dr. Yemi-Esan is collaboration between the Blavatnik School of Government at the University of Oxford and the Institute for Government. The InCiSE index forms the basis for benchmarking, measuring and assessing the performance of public services globally.

She acknowledged the fact that assessing the effectiveness of civil service of a given country is a very challenging task as the functions of civil service vary from the other, hence the need for a global comparison of civil service activities which provides standards that help in determining the effectiveness of Civil Service in various countries.

She intimated the audience that the InCiSE currently is operating in thirty-eight (38) countries having made its maiden publication in 2017. She also highlighted that currently twelve (12) indicators are being applied in assessment of effectiveness of civil service namely: Capabilities, Crisis and Risk Management, Digital Management, Inclusiveness, Integrity, Openness, Policy Making, Procurement, Regulations and Tax Administration.

 She also admitted to the fact that Nigeria needs to improve on the strength of its data in order to be included in the InCise. She however urged the participants to pay more attention to the programme so as to acquire the relevant skills as Nigeria tries to be included in the index.

Earlier in her welcome address, the Permanent Secretary, Service Policies and Strategies Office, OHCSF, Dr. Magdalene Ajani whose speech was presented by the Permanent Secretary, Special Duties Office, OHCSF, Dr.Temitope Fashedemi, remarked that the Blavatnik School of Government (BSG) is a global school committed to improving the quality of Government and Public Policy making worldwide. The school according to her also conducts research with impact and engaging with Governments and practitioners.

Present at the event were: the directors from the OHCSF, Directors and participants drawn from other Ministries, Department and Agencies, gentlemen of the Press.
