FEDERAL INTEGRATED STAFF HOUSING (FISH) PROGRAMME

The mandate of this Department is to facilitate an improved access to acquisition of real estate property by Civil Servants, through an integrated strategy involving bulk land allocation, site services, infrastructure development and inter-ministerial collaboration.

Working towards the realisation of the above mandate and the general vision of the OHCSF, FISH Department performs the following functions;

·         Collecting, collating and processing of accurate and measurable date for management of the FISH programme;

·         Processing and verifying records, classifying documents, storing, updating and retrieving database and ICT Management;

·         Galvanising skills and expertise for technical and professional project evaluation and management;

·         Mobilising and sourcing Mortgage and Construction Finances through partners and sponsors for the delivery of affordable housing to off-takers;

·         Sustaining a Cooperative and Administrative Management infrastructure, Site and Services Management System;

·         Providing day-to-day administration and secretariat support for the FISH programme;

·         Organising stakeholders’ engagement through seminars, workshops and housing summits;

·         Creating awareness and sensitising members of FISH Cooperative Society Limited and the general public on the policies and programme of FISH;

·         Providing an effective and interactive interface between the department and desk officers in the Ministries, Department and Agencies (MDAs);

·         Carrying out research and disseminating the result / outcome to strategic partners and end-users of FISH products; and

·         Any other duties or functions that may be assigned from time to time.

FISH Department, has made several efforts towards accomplishing the Office’s mandate of delivering affordable housing to Civil Servants through the implementation and funding of FISH programme.

According to the Director, FISH, the result of this is evident at the commissioning of four (4) Estates since its inception in 2015 and the delivery of houses in different locations within the Federal Capital Territory (FCT) such as Mararaba, Kuje, Bwari, Karshi, Karu and Apo-Wumba to over 300 officers/off-takers and the acquisition of landed properties at Gwagwalada (5 hectares), Public Service Institute (5 hectares) and Jiwa District (8.12 hectares), respectively.

Introduction of FISH Cooperative Society

In its continued search for an easier way of sustaining its housing programme, the Department has come up with the idea of re-introducing Cooperative Society, which has been found in various claims as the best way of achieving quick urban-housing development. The Office of recent, has sensitised the Directorates Cadre and Desk Officers on the implementation of the Federal Integrated Staff Housing (FISH) programme’s Co-operative Society across various Ministries, Extra-Ministerial Departments and Agencies (MDAs) and the rudiments involved in its smooth take-off in the Federal Civil Service.

In a 2-Day Sensitization Workshop organised with the theme “Building a Sustainable Co-operative Society,’’ Civil Servants were sensitised on the modus-operandi of the FISH Co-operative Society such as membership registration processes, guiding principles, ethics, opportunities, financial contributions, project selection criteria and the governance structure, as well as the sustainability of the programme.

Civil Servants are therefore enjoined to subscribe to the FISH Programme by obtaining the FISH Co-operative membership and House Allocation Forms via OHCSF’s website- www.ohcsf.gov.ng, complete and submit for further processing.
