FG TO INSTITUTIONALIZE PERFORMANCE BASED CULTURE IN SERVICE.

The Head of the Civil Service of the Federation, Dr. Folasade Yemi-Esan has reiterated the resolve of Government to transform the Federal Public Service through the development of structures, processes and procedures for managing result oriented performance at the sectorial, institutional and individual levels within the Federal Public Service. This, she stated speaks to one of our priority targets which is to maximally develop our human capital- the true driver of development.

The Head of Service (HOS) made the statement during the opening ceremony of a 3-day ‘train the trainers’ workshop on job objectives setting organized by the Office of Head of Civil Service of the Federation(OHCSF) in conjunction  with the Chartered Institute of Personnel Management of Nigeria (CIPM) on Monday, 17th August, 2020.

According to Dr. Yemi-Esan the OHCSF is developing a new Performance Management System (PMS) based on the principles of accountability, transparency, equity and ownership. When the new PMS is fully operational, every individual, unit, department and institution in the public service shall be held accountable on continuous basis.

The HOS enumerated some of the advantages of the new PMS over the unverifiable and moribund Annual Performance Evaluation Report (APER) to include: to serve as a vehicle for the actualization of national goals; to build competences and capabilities of public servants through the identification of knowledge and skill gaps; to institutionalize performance based culture that enables recognition and reward of high performance within the Federal public service and ensure effective measurement and outcomes of performance at all levels in the Federal Public Service.

Dr. Yemi – Esan therefore charged public servants to get some value out the work they do and see what they do as an opportunity to be of service and to develop themselves to be the best. She stated that “achieving our goals and dreams is fantastic but that is not the most important thing about setting goals. The most important thing is the type of people we become along the way”.

Earlier in her welcome address, the Permanent Secretary, Service Policies and Strategies Office in the OHCSF, Dr. Magdalene Ajani enjoined participants to take the training workshop seriously as government is depending on Civil Servants for sustainable national development.

She tasked Civil Servants to add value to the work they do and contribute their own quota to the national development goals of Government.
