SPECIAL DUTIES OFFICE
Civil Service Inspectorate Department in the Office of the Special Duties Office was established vide Circular No. OHCSF/112991/13 of 14th September, 2017 with the mandate to facilitate, coordinate and promote Public Service excellence by ensuring that Ministries, Departments and Agencies (MDAs) are operating within established extant rules, regulations as well conduct inspection of facilities, compliance with approvals and other relevant duties as may arise. Thus the functions of the department are:-

COMPLIANCE MONITORING
1. Monitor MDAs’ compliance with the payment of arrears (salary, promotion, 1st 28 days, death benefits, repatriation allowance)
2. Monitor compliance with posting instructions by OHCSF’s pool officers
3. Monitor compliance with approved organogram.
4. Monitor compliance with approved manpower budget
5. Monitor compliance with approved annual training budget of MDAs//Audit.
6. Monitor compliance by MDAs with HCSF’s approvals of international travels/ foreign trainings.
7. Monitor compliance with approved employment waiver issued by OHCSF to MDAs.
8. Monitor the enrolment of new entrants in the IPPIS platforms in both OHCSF and OAGF.
9. Monitor the implementation of citizens engagement strategy by MDAs service-wide with a view to establish effective communication of Government programmes to Nigerians.
10. Monitor compliance with Annual Leave plans by staff service-wide.
11. Monitor compliance on exit management of staff by MDAs ( e.g number of pre-retirement trainings/programmes conducted in the year).
INSPECTION AND INVESTIGATION
12. Inspect facilities (such as toilets, walk ways, garden, staircase, elevators etc) in Federal Secretariats across the country to ensure maintenance and compliance with requirements for staff especially people living with disabilities.
13. Investigate petitions and appeals submitted to OHCSF via the Anonymous Report Portal and complaints received from (the Committee of) the Retired Permanent Secretaries and the public.
14. Conduct service-wide online surveys on policies, programmes and regulations to monitor compliance and effectiveness.
15. Inspect the level of implementation/deployment of PMS across MDAs.
16. Inspect the level of implementation of Structured Assessment Based Training Programme (SMART B ) and others e.g induction/orientation trainings by L &D department of CMO-OHCSF across MDAs.
17. Inspect the submissions by MDAs for HCSF’s approval(s) for foreign trips/ training.
18. Provide efficient secretariat for the service wide meeting of HCSF with federal PS’, AGF & AuGF and conduct peer review in MDAs for feedback mechanism to the Body of PS’ for service improvement.
