HUMAN RESOURCES MANAGEMENT & ADMINISTRATION (HRM & A)

The Human Resources Management & Administration Department is one of the Departments under the Common Services Office (CSO). The Department provides common services, for the three Offices in the OHCSF and it is structured into the following Divisions: Appointment, Performance Career Progression & Advisory; Staff Welfare & Training; HR Data & HRMIS (IPPIS); and Office Administration. 

FUNCTIONS
In greater detail, the Human Resources Management & Administration Department is saddled with the following responsibilities:

  • Planning and processing recruitment appointment of officers on GL 03- 06 and non-pool OHCSF Officers; 
  • On boarding and integration of new hires;
  • Preparation of new hires for induction;
  • Performance management process for OHCSF staff;
  • Manage staff exit;
  • Promotion of officers on GL 03- 06 and non pool Officers in the OHCSF;
  • Staff deployment, secondment, transfer, conversion ;
  • Disciplinary, grievance and employee relations matters of OHCSF staff
  • Career advisory and implementation of OHCSF staff career plans;
  • Input into succession and talent planning process;
  • Training planning and budgeting
  • Development of OHCSF staff;
  • Manage OHCSF staff recognition scheme;
  • Use and management of the HR aspect of IPPIS for the OHCSF;
  • Creation and maintenance of OHCSF Staff Records and Nominal Roll;
  • OHCSF Benefits Administration e.g. Leave and Pension
  • OHCSF workforce analytics and reporting;
  • Inputs to payroll and pay –related queries;
  • HR service delivery to OHCSF staff;
  • Office Administration Policies & Regulations in line with existing guidelines as well as strategy & plans
  • Office Administration Support including supplies, PABX, registry, travel and accommodation and event management for the OHCSF;
  • Provision of office supplies for the OHCSF; and
  • Management of pool and project Vehicles and general transport.
