ORGANIZATION DESIGN & DEVELOPMENT

The Organization Design & Development Department is one of the Departments under Service Policies & Strategies Office. It is structured into three Divisions, each headed by a Director. The Divisions are namely: Organizational Design; Workforce Planning; and Job Design & Development.

FUNCTIONS

  • Organization structure definition & change
  • Operational processes and systems improvement
  • Interventions to improve staff productivity
  • Custodian of Policies
  • Development and review of conditions of service and public service rules
  • Clarification of laws, Rules and Regulations relating to the Civil Service
  • Ensure compliance to approved organizational structures (of MDAs)
  • Workforce planning, audit and monitoring
  • Manning levels
  • Initiating and implementing policies on Establishment Matters
  • Determine the number, level and occupational cadres of the staff in the Federal Civil Service for each budget year and conducts yearly manpower budget exercise

  • The restructuring of the Office of the Head of the Civil Service of the Federation to five (5) Offices;
  • Restructuring of the National Agency for Great Green Wall;
  • Restructuring of the Nigeria Immigration Service;
  • The Pharmacists Council of Nigeria;
  • The restructuring of National Institute for Educational Planning and Administration (NIEPA);
  • The restructuring of Teachers Registration Council of Nigeria (TRCN);
  • The restructuring of Optometrists and Dispensing Opticians Registration Board;
  • Developing and Organisational Structure for the Nigeria Institute of Soil Science;
  • The restructuring of Corporate Affairs Commission;
  • The restructuring of National Agency for the Control of AIDS;
  • The restructuring of Directorate of Technical Aids Corps;
  • The restructuring of Nigerian Office for Trade Negotiation;
  • The restructuring of Federal Character Commission;
  • The creation of Traditional, Complementary and Alternative Medicine Department in the Ministry of Health;
  • Restructuring of Surveyors Registration Board of Nigeria;
  • Restructuring of Michael Imodu National Institute for Labour Studies;
  • Creation of Braillist cadre in the Schemes of Service;
  • Creation of Sign Language Interpreters Cadre in the Schemes of Service;
  • Creation of Schemes of Service of National Post Graduate Medical College of Nigeria;
  • Creation of Cadres to fit into the new Department of Water, Environmental, Sanitation and Hygiene (WESH) in Local Government Schemes of Service;
  • Reviewing of Scheme of Service of Agricultural and Rural Management Training Institute (ARMIT);
  • Creation of Scheme of Service for Nigerian Office for Trade Negotiators;
  • MDAs that fulfill the conditions provided in the extant Circulars are granted waiver for recruitment to enable them fill existing vacancies;
  • Creates awareness on government policies;
  • Ensures compliance with Public Service Rules;
  • The 2017 Manpower Budget Workshop was held in Edo State with the theme “A tool for a Robust Succession Planning and Improved Productivity in the Public Service.”
  • Successfully regularized officers are issued with letter/Gazette of First Appointment.
